Where to find Wisp
Go to the Enchanted Forest, beyond the Angels and Demons area. Look near the recommended Speed board on the right side, before the guard, for a floating Wisp and a yellow circle.

Finish the dialogue to start Grow Your Wisp. Wisp will follow you, and its quest menu will show your first objective.

Why Wisp is missing
Check your Speed first. Below 50B, the October guides say Wisp will not appear even if you reach its location.

If your Speed is below 50 billion, train before returning. If you already meet the requirement, try rejoining an updated server before repeating the search.

Complete the three quests
Wisp starts at Stage 1 and grows toward Stage 4. Begin the questline before farming, work through the objectives in order, and claim a completed quest before moving on.

Steal 20 Enchanted Forest Eggs
Bring 20 Eggs from the Enchanted Forest back to your base. Check the active quest counter as you deliver them.
Result: Claim the first completed quest so Wisp grows and the fusion objective becomes active.
Complete one Enchanted Forest Pet fusion
Hatch your Forest Eggs and use the Fuse Machine with three matching Forest Pets. Start with a spare set you are willing to combine.
Result: The fusion counter reaches 1/1. Claim the quest so Wisp grows and the Eternal objective unlocks.
Steal an Eternal
When an Eternal Egg appears in a biome you can manage, steal it and bring it home. It can come from any biome; you do not need to wait for a Forest Eternal.
Result: Claim the last objective to finish Wisp's growth and unlock the return step.
This route follows the October 3 quest screen and walkthroughs. If a later update changes a requirement, follow the counter shown in your Wisp Quests menu.

Return Wisp and open the tree
After all three objectives are claimed, open Wisp Quests and choose Return Wisp. Go back to the Enchanted Tree behind the Forest guard and interact with its entrance.
If the door still asks you to grow Wisp, check that each completed quest has been claimed and Return Wisp has been selected.
Inside, the October guides describe a Butterfly Net, butterfly exchange facilities, and an Enchanted Mutation Shrine. These are follow-on activities after the Wisp questline.
The separate secret fusion room has its own puzzle route; completing Wisp's quests opens the main tree entrance.

Does the Eternal have to come from the Enchanted Forest?

Complete and claim all three Wisp quests, then choose Return Wisp and interact with the tree entrance. The main door and the separate secret fusion room are different unlocks.
